- Improve our annual inspections of all elevators, escalators, moving
walks, handicapped lifts and amusement rides.

- Every full-time inspector will complete all routine inspections within
120 days of the date of the annual inspection.
- Conduct a safety meeting for each amusement company scheduled to play
one or more of the county, regional and state fairs and the permanent
parks in the state annually.

- On an annual basis randomly select amusement ride operators at each of
the county, regional and state fairs to conduct operational inspections
to determine if they have been properly trained as to the manufacturer
specified safety procedures.
- Develop and provide every inspector with an inspection checklist for the
top 20 most commonly inspected amusement devices by September 1, 2007
and the next top 20 most commonly inspected amusement devices by
September 1, 2008; continually update as new bulletins are issued for
those top 40 amusement.

- Re-assess all statutes, administrative rulings, internal policies and
work processes to more successfully manage a growing workload and

- Re-assess the current distribution of the workload to ensure there is an
equitable distribution among the 32 field inspectors by June 30, 2008.

- Develop the Safety Amusement Star (SAS) program for the amusement
industry operating in North Carolina with the guidance of the amusement
device advisory board. Develop award criteria and credentialing process
for traveling amusement shows, fairs, permanent parks and water parks by
June 30, 2008.
- Provide at least three training sessions to architects, general
contractors and anyone else having anything dealing with the design and
construction of elevators and related equipment in different venues of
the state annually.

- Develop and implement an elevator inspection apprenticeship program by
June 30, 2008.
- Develop a three-tier career progression plan for inspectors (trainee,

- Recruit nationally for all vacancies by advertising in industry and
trade journals.
- Utilize video-conferencing to conduct one- and two-day training sessions
of field inspectors and pre-schedule at least 14 days for training
annually.

- For every routine inspection invoice that is not paid within 60 days,
send a reminder letter to the building-owner signed by the bureau chief.
- For every routine inspection invoice that is not paid within 90 days,
hand-deliver to the building-owner a notice that the inspection
certificate is being revoked unless payment is made.
- Reduce by 50% all uncollected debt greater than 90 days by June 30, 2008
as of June 30, 2007.

- Conduct business in a safe and
healthy environment.

- The Elevator and Amusement Device Bureau Employee Safety and Health
committee will meet at least 4 times a year and perform the duties
required under Policy 2 for unit safety and health committees.
- The Elevator and Amusement Device Bureau Employee Safety and Health
committee will send at least one representative to every meeting of the
Department’s Employee Safety and Health Committee.

- The Elevator and Amusement Device Bureau will conduct documented
inspections using appropriate forms at least quarterly within the
Bureau’s portion of it’s building to ensure the maintenance and safe
conditions and to identify and address newly created hazards in a timely
manner.
- All injuries, occupational illnesses and violence or criminal activity
events will be investigated and reported within the guidelines and time
frames of the Employee Safety and Health Program, Policy 9.

- OSHA training will be provided annually to reduce accidents, injuries
and to prevent health risks on the midway and during routine and new
elevator inspections.
- Every employee will be given the opportunity to be certified in CPR by
December 31, 2008.
- Every field employee will be certified in defensive driving by June 30,
2010.
