Occupational Safety and Health Division's
Five-Year Strategic Management Plan

The purpose of the Occupational Safety and Health Act of North Carolina is to ensure so far as possible every working man and woman in the State of North Carolina safe and healthful working conditions and to preserve our human resources.

The state's Five-Year Strategic Management Plan is designed to promote the achievement of this purpose through the specific goals and objectives established by the Occupational Safety and Health Division and its employees. The division established two specific outcome goals as part of the current Five-Year Strategic Management Plan.

  • Goal One is to reduce, by the end of FY 2018, the rate of workplace fatalities by 2 percent.
  • Goal Two is to reduce, by the end of FY 2018, the rate of workplace injuries and illnesses by 10 percent.

The primary strategy for reducing the overall injury and illness rate and fatality rate is by designating performance goals affecting specific industry groups (i.e., Special Emphasis Programs) and workplace health hazards (i.e., asbestos, hexavalent chromium, isocyanates, lead and silica) that have a high rate of injuries, illnesses and fatalities. By concentrating on injuries, illnesses and fatalities in these specific areas, the overall rates should be reduced.

Resources and Outreach Assistance

To assist employers in the special emphasis program areas, the OSH Division has the following resources and outreach available.

The Consultative Services Bureau is available to provide assistance to both private and public sector employers. The primary focus of consultation is to provide assistance to the small business employers and smaller municipal, county and state agencies. Further priority is given to small employers with hazardous operations or in high-hazard industries. Services provided are free of charge. Although the Consultative Services Bureau is part of the Occupational Safety and Health Division, consultation records are separate and confidential from compliance.

The Education, Training and Technical Assistance Bureau (ETTA) provides outreach training through webinars and hosts multiple training courses throughout the state at various locations. All the training is provided free of charge. The bureau develops a variety of publications such as safety and health management program industry guides specific to SEPs. It also has standards officers available to provide written, electronic or telephone interpretive guidance to employers and employees.
